Letter To The Editor Criticizes Editorial On Wisconsin Health Insurance Plan

"Healthy Wisconsin," a proposal that would extend health insurance to all state residents younger than age 65, is a "market-driven plan that amasses real savings for business and workers," not "a government-run health care system ... doomed to failure," Wisconsin Senate Health and Human Services Committee Chair Sen. Jon Erpenbach (D) writes in a letter to the editor of the Wall Street Journal in response to a July 24 editorial.

According to Erpenbach, the proposal would establish a "balanced public/private partnership in which government plays a limited role." The proposal would provide state residents with "their choice of networks to join and doctors to use" and allow health insurers to "choose whether to organize health care networks and submit competing bids," he writes. Erpenbach adds, "Those networks decide what prices to bid -- not government. They also choose which doctors and hospitals to include -- not government. Those doctors and hospitals choose which networks to join -- not government."

In addition, he writes, the proposal would offer "employees a choice of health care plans competing for enrollees based on cost and quality" and would use "market-based incentives" to "slow the growth of cost for employers, employees, and local and state governments." Under the proposal, "Wisconsinites will receive the same coverage as their legislators for almost $3 billion less than what is currently being spent on health care, and we cover everybody," Erpenbach concludes (Erpenbach, Wall Street Journal, 8/14).
